The City and County of San Francisco's Office of the Controller Budget and Analysis Division recently released its Annual Overtime Report, which revealed that many workers were well-paid for their time and attendance throughout 2011 and 2012. Some of the top overtime earners belonged to the Municipal Transportation Agency (MTA), the fire and police departments, the department of public health (DPH) and the sheriff's department.
The MTA reached a 10-year peak for overtime pay, disbursing $55.7 million during the 2011-2012 year to employees, with transit operators earning the lions share of additional wages.
The police and sheriffs departments have managed to bring overtime pay down in the past year. Premium pay expenses dropped 40 percent for the police department between the 2007-2008 year and this current reporting period, falling from$41.7 million at its peak in 2007-2008 to $24.9 million this year.
The report explains that excessive overtime is often seen when departments reduce full-time employment positions, but still have to cover the same amount of service. Payroll processing systems can help supervisors manage these expenses by identifying when employees are about to earn overtime and making an appropriate substitution.
