Milwaukee cuts overtime payments by almost 30 percent since 2011

After a change in budgeting and management, Milwaukee has cut down overtime payments for time and attendance by nearly 30 percent since 2011. According to the Journal Sentinel, nearly every department cut down overtime payments. The Department of Public Works alone reduced overtime payments by $4.2 million and employees at the Water Distribution Division saw average overtime payments drop from $8,957 in 2011 to $2,553 in 2012.

Although the police department tops the list as the agency costing the city the most in overtime payments, it has still made significant cuts in the past several years. In 2007, police officers took home $19.2 million in overtime. In 2012, that number dropped to $14 million, marking a 27 percent decrease.

Of the top 10 employees earning overtime in the city, eight were police department employees. Police Lt. Kenneth Grams brought home $172,560 last year, more than $80,000 of which was in overtime payments, making him the highest paid city worker in 2012. City data shows that the highest-earning employees with the most overtime hours logged tend to work on homicide cases, which require quick responses during the first 72 hours of a case.
