Illinois county agency overhauls policies following executive director's fund misappropriation

The Solid Waste Agency of Northern Cook County, Illinois, recently announced changes to its policies regarding reimbursement requests and payroll after its former executive director was accused of embezzlement, the Northbrook Patch reports.

Christopher Brooke Beal - who worked for the agency between 1993 and his resignation in October of last year - is accused of misappropriating more than $900,000 of the organization's funds to pay for higher education classes he never actually attended.

Beal allegedly created fake tuition and seminar expense reports that he claimed were from universities including Harvard, Northwestern and the University of Chicago, according to the news source.

"The theft had been taking place over increasing amounts ... so it became more apparent," SWANCC spokesman Dave Bayless explained to the news source. "The majority of the funds taken were towards the end."

Following a five-month joint investigation that involved the Glenview Police Department and the Cook County State’s Attorney’s Public Corruption Unit, Beal was indicted on two charges of theft of government property, official misconduct and forgery in April, which each carry a prison sentence of six to 30 years.

At the time, Beal's attorney told the Cook County Grand Jury that he was planning to sell his second home in order to make restitution, according to the Glenview Patch.
