Hoping to clarify its payroll processing, the Madison County, Illinois, government decided to move its
payroll department from the treasurer's office to the human resources office, placing payroll responsibilities under the direction of the county board, the Belleville News-Democrat reports.
The board decided on its course of action after it discovered a number of employees were not residents of Edwardsville, which put their residency requirements in question, the paper details. There are approximately 1,000 employees on the Edwardsville payroll, but there are enough from outside of the city that officials desired the switch.
"We just began testing and discovered more than several employees who don't live in Madison County," city treasurer Kurt Prenzler told the board, according to the paper.
Prenzler cited 15 employees who are not residents, and who could be in violation of guidelines required to be on the city payroll. However, county administrator Joe Parente told the paper that 14 of the employees had met certain qualifications that would allow them to continue to work and receive benefits from the city - such as healthcare. Parente also noted that each department head has the choice of enforcing the county residency requirement.
