Amid questions over payouts, the clerk of Rowan County, Kentucky, maintains that while employees in her department were paid more money in December, they didn't receive a holiday bonus, according to the Morehead News.
"They have 24 pay cycles, unlike other offices that have 25 or 26," Bailey explained to the news source. "The money in their December paychecks is from salary, overtime or vacation pay."
Bailey, who is the mother of chief deputy clerk Kim Davis, denied allegations that Davis receives higher pay than chief deputies in the sheriff's and judge-executive's offices because of their relationship. She claimed overtime employee attendance is frequent in her department due to the large volume of responsibilities staff have.
"Motor vehicle licensing, land records, property and sales and usage taxes all are handled out of our office (and) tax sales were also turned over to us," she said, as quoted by the media outlet.
In the event that employee pay is questioned, officials can use time and attendance data stored in an organization's
HR information system to check the validity of hours compensated at an overtime rate.
